PC-SEAL · Programme overview

A professional certificate built around the evidence system

Positioning

Practical leadership, not examination theory

PC-SEAL develops the competencies required to run an assessment system: design, delivery, interpretation, governance and improvement.

Design

Build assessment frameworks that hold together — outcomes, tasks, rubrics, moderation and reporting.

Lead

Take responsibility for competency-based implementation across a department or institution.

Operate

Run cycles reliably: calendars, centres, records, data protection and quality control.

Interpret

Turn assessment information into defensible decisions and usable feedback.

Govern

Establish the ethics, risk, policy and improvement structures that protect credibility.

Learning design

Five principles that shape every course

The programme is designed around how professionals actually develop judgement, not around content delivery.

1

Learner-centred learning

Participants work on their own institution's problems, with guided reflection, case studies, scenario simulation and self-directed inquiry. Nothing is passive reading.

2

Portfolio-based professional development

A professional portfolio is integral, not optional. Each course specifies the evidence required, and every item is reviewed against a published rubric.

3

Competency-based assessment

You are assessed on demonstrated professional competence: knowledge checks, scenario analysis, applied assignments, the portfolio and an integrated final project.

4

Interactive learning

Interactive presentations, guided activities, knowledge checks, reflection journals, discussion and AI-assisted support, with downloadable resources throughout.

5

Professional application

Every course requires application to an actual or realistically simulated institution, producing artefacts you can use rather than essays you file.

Institutional independence

PC-SEAL is an independent MastaLEARN professional development and certification programme. It is not owned, developed, approved, accredited or endorsed by any Ministry of Education, examinations council or regulatory authority.

Learning material

36 assessed modules, each with a case study, guided activity, reflective prompt and knowledge check.

Portfolio

Nine sections with required evidence, uploads, facilitator feedback and revise-and-resubmit.

Facilitation

Rubric-based review of every submission, cohort announcements and a moderated discussion space.
